Police Blotter: Man Exposes Himself to Teen Runner
Also, a woman flees after her dog bites her neighbor.
The ick factor found its way into a workout on the campus of Cielo Vista Elementary School in Rancho Santa Margarita.
A teen-aged girl was running on the track at Cielo Vista on Tuesday evening when a man exposed himself to her. According to the girl, the suspect—who was walking on the track with his genitalia hanging out—approached her.
"What are you doing," the teen asked.
"Don’t worry, little girl," he responded.
The teen ran home after the encounter. She described the suspect as a man in his 30s, about 5 feet 6 inches with a thin build, wearing a blue hooded jacket and jeans.
The call came in around 7:30 p.m. on Tuesday, from Alma Aldea and Avenida de los Fundadores.
Woman flees after dog bites neighbor
A Rancho Santa Margarita man said his neighbor yelled at him before bolting after her dog bit him Tuesday morning. The man chased the woman to the lake, where Animal Control was advised to handle the situation.
The call came in around 9 a.m. on Tuesday, from Santa Margarita Parkway and Antonio Parkway.

Suspicious Person/Circumstances 9:14 p.m. Thursday, 23300 block of Arroyo Vista. A caller said several youths were sitting on lunch tables at Arroyo Vista Elementary, smoking marijuana.
Welfare Check 10:44 a.m. Thursday, on Las Castanedas and Via Trompeta. A informant said an older, disoriented woman was asking people where the city of Indio is located. It's on Interstate 10 past Palm Springs.
Assist Outside Agency 10:09 a.m. Thursday, on Arboleda. Child Protective Services needed assistance with a child neglect investigation.
Pedestrian Check 7:21 a.m. Thursday, on Robinson Ranch Road and Heritage Drive. Deputies arrested a 33-year-old man, who is being held without bail at the Central Mens Jail.
Citizen Assist 1:04 a.m. Wednesday, on Banstead. A woman said her 19-year-old daughter was in a cult.
Assist Outside Agency 10:06 p.m. Tuesday, 22200 block of El Paseo. The Orange County Fire Authority needed assistance with a fight that broke out in front of Kohl’s.
Traffic Stop 8:34 p.m. Tuesday, on Antonio Parkway and Santa Margarita Parkway. Deputies arrested a 26-year-old man, who is being held without bail at the Central Mens Jail.
Disturbance 3:11 p.m. Tuesday, on Via Amistosa. An informant said two men were fighting.
Terrorist Threats Report 9:02 p.m. Tuesday, on Lawnridge. A caller reported receiving hateful emails.
Traffic Stop 3:44 p.m. Wednesday, on Antonio Parkway and Oso Parkway. Deputies arrested a 20-year-old woman, who was released after posting bond from the Intake Release Center.
Traffic Stop 11:45 a.m. Tuesday, on Pegasus Drive. A man said his girlfriend became verbally aggressive with him after having a cocktail.
Disturbance 12:52 a.m. Tuesday, on Dorrance and O’Neil. Deputies arrested a 46-year-old man, who was released after posting bond from the Intake Release Center.

This is a crime of aggression and psychological disturbance. The perpetrators have hostility issues toward women specifically and the world in general, with an intent to cause fear and distress.
The skank who did this picked on someone whom he felt he could intimidate. He might not be so lucky the next time. Some women are more than a little familiar with martial arts and could administer a kick that would cause him, in the future, to keep zipped whatever he’d have left.

Hi Dawn, when you say the 'track at Cielo Vista Elementary School', do you really mean the track at RSM Intermediate School?? Cielo Vista doesn't have a track, and RSM Intermediate does, but they are both at roughly the same cross-streets of Alma Aldea and Fundadores.
