California's New School Funding Formula Deprives Students In Affluent School Districts Of A Basic Education

$6,500 per pupil funding is $4,000 below the National Average and $2,500 below the State Average. Every Orange County Parent and Taxpayer should contact their Legislators and demand that they RAISE THE BASE FUNDING GRANT TO $9,500 per student. 

California's "new" Local Control Funding Formula (LCFF) law changes the way the State funds school districts. The new law provides a universal base grant of $6,500 per student then givies those Districts with a higher population of disadvantaged students more funding.

Base Grant: $ 6,500 per student. 

Supplemental Grant: Additional funding based on the percentage of students in the District that are English Language Learners, receiving Free and Reduced Lunch, or are in Foster Care.

Concentration Grant: Additional money for Districts that have targeted students exceeding 55% of the student population. Targeted students are: English Language Learners, receiving Free and Reduced Lunch, or are in Foster Care.

Under the new law, the Capistrano Unified School District will receive $6,773 in per pupil funding for 2014- 2015. ($6,500 Base Grant + $273 Supplemental Grant + 0 Concentration Grant).

A Base Grant of $6,500 is $2,300 below California's average ADA of $9,139.00 and $4,060 below the National average.

Per Pupil Spending 

  • Capistrano Unified School District 2014- 2015: $6,773

  • Average in the State of California: $9,139

  • Average in the United States: $10,560

  • Under the new law, the amount of funding is projected to increase to $8,271 per pupil by 2021. Even at projected 2021 revenues, CUSD will continue to be severely underfunded. The State must increase the Base Grant to an amount that is sufficient to provide all students with a basic education. Under the new formula Districts in affluent areas will remain severely underfunded for years to come.

    Parents and the public are encouraged to write your Legislators and urge them to change the base grant from $6,500 per student to $9,500 per student.
