An informant called the OCSD to report a man masturbating behind the former liquor store location next to Santa Margarita Parkway on the edge of the lake.
According to the informant, a man in his 40s and wearing a blue baseball cap was pleasing himself out of sight from passerby; he could only be seen from overhead.
