Police Blotter: College CEO Wrangles With Estranged Wife

Also, a hostile neighbor makes lewd comments to a woman and her children.

The saga of a college owner's crumbling marriage played out in public this week, according to a Sheriff's Department report.

On Monday, William Kennel Schifferli, 58, was taken into custody following a squabble with his estranged wife after he stopped by her Dove Canyon home to pick up his belongings, the report said. Schifferli, who owns the International College of Medical Arts in Brea, was later released from the Central Men's Jail after posting bond.

Then, on Wednesday afternoon, deputies received a call from Schifferli's stepson after the boy discovered a locksmith working on the front door of his mother's Saint Pierre home. When the boy asked the locksmith what he was doing, he was told his stepfather ordered new locks, officials said.

The boy told deputies his mother had filed a restraining order against Schifferli, preventing him from coming near the residence. The youth later called deputies back, saying the locksmith had left.

Schifferli showed up at City Hall about an hour after that, demanding to speak to a deputy. Two hours later, the youth’s mother called 911, saying her soon-to-be-ex-husband was following her home, but wasn’t able to get through the Dove Canyon gates, the sheriff's report said.

Hostile man makes lewd comments to woman and her children

A Rancho Santa Margarita woman said her male neighbor made lewd comments to her and her children Tuesday afternoon when she was leaving her residence.

Deputies investigated, and determined that there was a history of neighbor disputes between the two parties. Records indicated that the man was hostile, and carries his firearms around his house regularly.

The call came in around 3:30 on Tuesday, from Lobelia.

The following is a summary report of other calls from Rancho Santa Margarita, Coto de Caza, Trabuco Canyon and Las Flores to the Orange County Sheriff's Department from October 25 to October 27.

Burglary Report 9:47 p.m. Thursday, 22300 block of El Prado. A man said his black Ford Ranger had been stolen.

Warrant Arrest 8:42 p.m. Thursday, on Picazo. Deputies arrested a 35-year-old woman, Cindy Melany Hernandez, who they said had a warrant for her arrest on a previous DUI charge. She was released after posting bond from the Intake Release Center.

Warrant Arrest 8:06 p.m. Thursday, on Via Prado. Deputies arrested a 49-year-old woman, who is being held on $15,000 bail at the Intake Release Center.

Traffic Accident 7:07 p.m. Thursday, on Robinson Ranch Road and Morningside Drive. A witness reported seeing a dark-colored Honda Civic smash into a curb. According to the caller, another man driving a white vehicle left the scene. Deputies found and detained that man, along with his passenger. The Civic was removed from the road by a tow service.

Traffic Hazard 3:58 p.m. Thursday, on Antonio Parkway and El Prado. A woman said her black Mercedes had run out of gas, and she was stuck on Antonio Parkway.

Illegal Peddling 3:03 p.m. Thursday, on Santa Margarita Parkway and Avenida de las Flores. A caller said a woman was panhandling in the Target parking lot.

Citizen Assist 1:29 p.m. Thursday, on Calle San Luis Rey. A man said he had been having ongoing problems with his former neighbor. Both parties were advised to stay away from each other.

Traffic Stop 8:24 a.m. Thursday, on Robinson Ranch Road and Briarwood Lane. Deputies arrested a 52-year-old man, who was released after posting bond at the Intake Release Center.

Disturbance 11:19 p.m. Wednesday, 30700 block of El Corazon. An elderly woman from the Fountains at RSM said that her roommate was causing a scene and not allowing her to sleep.

Annoying Phone Call 10:34 p.m. Wednesday, on Vista Barranca. A woman said someone sent her threatening text messages.

Suspicious Person in Vehicle 9:49 p.m. Wednesday, on Serene Canyon Road. A caller wanted deputies to look for people who were smoking cannabis out of a bong inside two vehicles.

Traffic Hazard 4:48 p.m. Wednesday, on Pecos and Socorro. A caller said a group of kids playing in the street were not letting cars drive through.

Illegally Parked Vehicle 1:53 p.m. Tuesday, on Oak Knoll. A woman, who claimed she had just served her neighbor with a court order, said that he became aggressive with her.

Disturbance 11:57 a.m. Tuesday, 30900 block of Bridle Path. A caller said several cars were parked in the "No Parking" zone at Wagon Wheel Elementary school.

Keep the Peace 11:21 a.m. Tuesday, 29800 block of Aventura. A man was annoyed by two people who were protesting in front of the post office.
