Otherwise they would be called "charities". It's not nice, but anyone thinking business is "fun", "fulfilling" or "nice", needs to return to reality. Moves like this have nothing to do with morality and never did. It's a damn good thing that businesses adjust their structure because otherwise we'd have companies employing lots of people for the purpose of giving them gainful livelihood. Lastly, there's probably more to the story here than what we read. LF Patch latches on to the layoffs in the headline, but what if the hostile takeover company already has employees in the required roles and doesn't need any more to run the business optimally? What are they supposed to do? Employ and pay 2 persons when 1 will do just fine? This is an inefficient use of resources, and undermines the employee's opportunity to apply their talents to market demand. The only constant in life is change.

The fact that the layoffs are happening in CA is important, but how many times do we learn about jobs that are preserved in CA at the expense of jobs in other states? Answer: Never.

In this scenario there is no negligence, only a tragic accident. In another scenario, the scaffolding could have been constructed in such a way that pressure was placed on the wire, causing it to disconnect and come into contact with the scaffold, making the victim's electrocution a matter of negligence on the part of whoever constructed the scaffold. Note: These examples are provided only as an illustration of why it may be important to establish the victim's health at the time of injury.

So in light of the circumstance itself, I would say this was a project that was extremely costly indeed with one young man losing his life while trying to make a living in this economy, and another fighting for his. His innocence was finally proved. I used to be for the death penalty but now I'm not. Our judicial system is broken.
