Chuck Gibson was elected to a four year term on the Santa Margarita Water District (SMWD) Board of Directors in 2012. The District is the second largest retail water agency in Orange County. SMWD provides water and wastewater treatment services to over 155,000 residents and businesses in Mission Viejo, Rancho Santa Margarita, and the unincorporated areas of Coto de Caza, Las Flores, Ladera Ranch, Talega and Rancho Mission Viejo. In 2013, Gibson was appointed Chair of the Engineering Committee of the Board and he chairs the Board’s Ad Hoc Audit Committee. He is also active in several water industry professional organizations.

Chuck has over 35 years of experience combined in working for major governmental agencies, and in business and consulting both as an independent contractor and with a major national consulting firm. His work has taken him to clients such as State of California, State of Utah, and State of Nevada, local governments and various public utilities in the West and Midwest. He was instrumental in improving organization and management, budget and finance and operations in a wide range of functions from supply chain to information technology systems.

While at a major U.S. consulting firm, Chuck led organizational assessments using multidisciplinary teams of professionals that identified and resolved barriers to profitability. He has designed and created business process improvements and trained employees to implement improvements in processes and use of technology. His range of experience includes legislative analysis and intergovernmental relations. He was a legislative analyst for the City of Los Angeles and coordinated intergovernmental relations in connection with those duties. Later in his career he served as Administrative Assistant to a U.S. Congressman. Subsequently, he was retained as an independent analyst for a large enterprise district where he conducted independent studies of lease agreements, as well as financing arrangements, and organization and management. He also coordinated intergovernmental and public relations for the Board of Directors.

Gibson’s educational background includes a Master's Degree in Public Administration and a Bachelor's Degree in Political Science from UCLA. He has been a resident of Orange County since 1974. He and his wife Kathleen, B.S., R.N., have been married since 1966 and they have raised four children. In November 2003, the Gibsons moved to Ladera Ranch where Chuck started a community volunteer organization. Subsequently, he co-founded the Ladera Ranch Civic Council and has since received several community service awards. He has been active in many community service and charitable groups, and he continues to serve as President of his neighborhood homeowners association. Recently, he was nominated Board Member of the Year, Veteran Category, by the Community Associations Institute – Orange County Regional Chapter.
